Croatia Income Tax 2026: Porez na Dohodak, MIO Pension, and Net Pay

Croatia joined the Eurozone on 1 January 2023, adopting the euro as its currency and aligning more closely with Western European financial systems. Croatian income tax, known as porez na dohodak, uses a two-rate progressive structure with a relatively low top rate of 30%. However, mandatory pension contributions of 20% of gross salary substantially reduce take-home pay before income tax even applies. This guide explains the full system for 2026.
Income tax rates: 20% and 30%
Croatia applies two income tax rates:

The taxable income is the gross salary minus the basic personal allowance (osobni odbitak) of approximately €5,600 per year. Note that pension contributions are calculated separately on the full gross salary and are not deducted from the income tax base in the standard calculation.
Mandatory pension contributions (MIO)
All Croatian employees must contribute 20% of their gross salary to the mandatory pension system (Mirovinsko osiguranje), split across two pillars:

These contributions are paid out of the gross salary and are not subject to income tax. Net salary is therefore: gross minus MIO (20%) minus income tax.

The surtax was abolished
Until 2022, Croatian municipalities levied a local surtax (prirez) on income tax, reaching up to 18% in Zagreb. This was abolished in 2023 when Croatia joined the Eurozone, and the two-rate national income tax structure was introduced to compensate. Workers in Zagreb and other major cities therefore benefited from a meaningful reduction in their overall tax burden.
